Visa and Residence permit
Ukrainian student in mobility program: If you obtain a temporary protection in another EU-country and your mobility program at UCLy lasts more than 90 days, you will mandatory have to apply for the “Student” visa at the French Embassy/Consulate of your residence country.

Conditions:
- Case 1: You are a citizen of Ukraine and lived in Ukraine before the 24th of February
- Case 2: You are not a citizen of Ukraine and you had an international or national protection status from the Ukrainian authorities
- Case 3: You are a family member of one above-mentioned case. By family member is meant: spouse or husband, underage child and/or dependant parents
Caution: Non-Ukrainian citizens who lived in Ukraine with a “student” visa/residence permit cannot benefit from the temporary protection.
Non-Ukrainian citizens who lived in Ukraine without a visa/residence permit mentioning “permanent residence permit” can apply for a support in order to return to their country of origin. Please contact the Association Forum Réfugiés.
To obtain the temporary protection
You have to submit an application at the Prefecture du Rhône. Fill the form and upload your documents on: https://www.demarches-simplifiees.fr/commencer/premiere-demande-prtt.
After a documents check, the Prefecture will give you an appointment.

The temporary residence permit (Attestation Provisoire de Séjour) mentioning “Beneficiary of the temporary protection” lasts 6 months and is renewable.
Caution: All rights and measures listed below are only intended to beneficiaries of the temporary protection. People who do not have this status cannot apply.

Financial support (subject to obtaining the protection status)
In case of financial difficulties, you can contact the social worker from UCLy: ucly@interface-es.fr
Through a simplified procedure, students under temporary protection could ask for an emergency support from the CROUS. Extra support remain under respecting the current legislation.
Students under temporary protection can also benefit from grants based on social ground and under conditions.
A meal at a university restaurant will costs 1€ for these students.

Social protection and health coverage (subject to obtaining the protection status)
After obtaining the temporary protection, you will have access to health care services such as the universal health cover “PUMA” (Protection Universelle Maladie) and the health insurance coverage “CSS” (Complémentaire Santé Solidaire).
N.b: Ukrainian students living in France will see their rights to PUMA automatically extended, even if their visa/resident permit expired. Contact the Caisse Primaire d’Assurance Maladie (CPAM) to extend your rights to the PUMA.

Housing and accomodation
With a registration at a French higher education establishment, students who obtained the temporary protection could benefit from a room in a CROUS (public residency for students) until September 2022 – if available places.

Students under temporary protection can also apply for a housing benefit (APL – Aide Personnalisée au Logement) from the CAF, a financial support to help you pay your rent. Click here to know more about the procedure.

Psychological support
UCLy offers a psychological support through its Health Department – Pôle Santé
Students can make an appointment with Dr BOURDEL, a psychologist or a social worker.
